Ver Mex #XYT8607
Veracruz undated passenger issue (1998 issue). This plate features a red and green painted border, a small state seal, and a background graphic of what appears to be a woman and man. This design remained largely unchanged on their next graphic plate.
Ver Mex #YDZ-86-87
Veracruz undated passenger issue (2002 issue). This issue is quite similar to Veracruz's first-generation plate, although the image of the man and woman at the center of the plate is somewhat clearer this time around.

Veracruz undated passenger issue (2004 issue). Graphic issue with a full illustration of the Pyramid of the Niches. The dancing man and woman from previous issues are still featured as a small graphic at the bottom right. The graphic on this plate makes it relatively difficult to read at a distance.
Ver Mex #YBF-34-25
Veracruz undated passenger issue (2007 issue). Short-lived issue from Veracruz featuring the state seal in red. These plates did not seem to hold up well, with the green paint peeling away from the serial rather easily. This issue was replaced after about one year's issuance.

Veracruz undated passenger issue (2008 issue). 2008 release from Veracruz, featuring a full-color state seal dividing the letters and numbers in serial. The slogan "Veracruz late con fuerza" was added, which my online translator quite amusingly decided means "Veracruz barks with force." Beware of Veracruz, apparently.

Veracruz undated passenger issue (2011 issue). This graphic featuring rainbow colored waves/hills at the bottom was introduced in 2011.
Ver Mex #XZT-822-A
Veracruz undated passenger issue (2017 issue). New national standards were established by Mexico's Secretary for Communications and Transport starting in 2017, resulting in a flood of new issues. These standards dictate the placement of graphic elements on the plates, mostly restricted now to the top and bottom of the plate. Veracruz released this relatively simple graphic in 2017 with the state name duplicated top and bottom and state/government seals in a gray band at the bottom. The newer ABC-123-D serial format is introduced to the state with this base as well.
